These tokens are used to manufacture objects and power production/managing tools/objects.
The rate of pod spawning is influenced by the amount of power directed towards the Manufacture Power token. The formula is y=8/x, where y is the pod respawn rate in seconds and x is number of windmills connected to the Manufacture Power. Power Wells and Power Reactors produces twice that amount of power that a windmill does, so if you are using either to power your Manufacturer you will need to adjust the formula accordingly.

As you can see the efficiency of additional sources drops as you add more. After 4 sources of power you will stop seeing a noticeable increase.
